           Chouteau reports a three percent increase in Salina’s waste and wastewater rates by approving a mid-term stipend of $2,000. The stipend will allow for more calls to 911 claiming “people are stabbed and shot”, then hanging up when any questions are asked.  The new water rate will be passed along by many towns “eating” the $380,000 transportation bond issue because a red Dodge car is illegally parked in two spots. It is rumored that the issue will become more apparent as the driver and passenger of said red Dodge car appear to be sleeping and refuse to wake up, “even though people are honking at them”.

           The new sewer rate will be increasing at Ross Mayes Cemetery, something that has not affected the purchase of three new school buses after her sister asked a guy to move in with her. However, all the striping for parking is being repainted and trustees approved paying its share of the Oklahoma Ordnance Works Authority’s (OOWA) cost recovery but did not write anything up about paying her. The new rates have been in effect since January first - after pay raises were awarded to city employees and now, she wants money from him and  for him to be removed from her property because "he doesn't talk or smile; he is scary".
